General Admission Conditions
Minimum Grade Average
The applicant's grade average must be at least 75%.
Exempted from this requirement if the applicant is in the top quartile of medical or engineering specialisations.
Age Limit
The applicant's age must not exceed 45 years — born on or after 1/10/1981. Age is calculated on the basis of year, month, and day of birth up to 1/10/2026.

Service Commitment Bond
All applicants (including those in privileged categories) must fulfil the contractual service commitment of double the period of study, in accordance with the admission regulations and the privileges granted to them by their applicable laws.
Actual Employment Service
The applicant (employee) must have at least 2 years of actual employment service following appointment or the date of their last qualification. Service is calculated up to 1/10/2025.

No-Objection Letter
A no-objection letter from the applicant's employing institution is required, signed by the authorised signatory of the relevant department or the non-ministerially affiliated body, within their authority and jurisdiction.
Previously Terminated from Postgraduate Study
Applicants whose enrolment was previously terminated must reapply on the Private Fees channel exclusively.

Graduation Certificate — Bachelor's (and Master's if applicable)
Addressed to the institution receiving the application, stating the grade average in numerals and writing, together with the grade of the top student in the cohort (for both first and second sittings, morning and evening study).
Unified National Identity Card
A colour copy of the national identity card; or a valid passport, proof of residency, and two colour photographs (for non-Iraqi resident applicants).
Recent Colour Passport Photographs
Two (2) recent colour personal photographs.
Application Form (Form 500)
Complete the application form for academic year 2026/2027 exclusively. Deletions, erasures, or correction fluid (white-out) are not permitted.
Activities Record Sheet (Form 501)
Complete the postgraduate applicant activities sheet for academic year 2026/2027 exclusively.
Written Undertaking (Form 504)
Complete and sign the written undertaking form for postgraduate study for academic year 2026/2027.
English Language Proficiency Certificate
Certificate of passing the unified national English language test (in accordance with ministerial mechanisms and regulations), or an IELTS score of 4 or above (for engineering, science, and medical specialisations).

Arabic Language National Test Certificate
Certificate of passing the unified national Arabic language examination in accordance with ministerial mechanisms and regulations.
Computer Proficiency Certificate
Certificate of passing the Iraqi national computer proficiency test in accordance with ministerial mechanisms and regulations.
No-Objection Letter (Employees Only)
A no-objection letter addressed by the authorised signatory of the relevant department or ministry, stating: 'The department has no objection to the employee applying for postgraduate study for academic year 2026/2027.'

Security Clearance
Security clearances are required for all admitted applicants. The admitted student must complete the necessary procedures from the date the university admission order is issued and before the commencement of study.

Competitive Ranking Score Formula
Ranking Score = (70% × Relative Grade Average) + (30% × Competitive Examination)
Relative Grade Average =
( applicant’s average ÷ top student’s average ) × 100 + applicant’s average ) ÷ 2
The top student’s average is taken from the same cohort (first and second sittings, morning and evening study) of the department from which the applicant graduated.

Competitive Examination
Participation and passing the competitive examination is required. Competition is based on the highest ranking score.
Personal Interview
An interview is conducted to assess the candidate's suitability (physical, mental, and psychological fitness) by a specialist committee.
Security Clearance
Security clearances are required for all admitted applicants and must be completed before the commencement of study.
Tuition Fees — Private Fees Channel

Fees are paid in two instalments: the first at the beginning of Semester 1 and the second at the beginning of Semester 2.
The University Council may reduce fees by up to 30% upon a supported application with documentation.
These fees are approved by ministerial endorsement dated 8/12/2025 pursuant to Article (2) of Private University Government Education Law No. 22 of 2024.

Warnings & Key Information
Important Warnings
Grade replacement (grade repair) is not applied when applying for postgraduate study.
Admission is cancelled for students who have not commenced study within one working week from the date study begins.
Admission is cancelled if it is established that the applicant provided incorrect information regarding their employment or academic status.
Applications are not accepted from persons whose enrolment was previously terminated due to cheating, forgery, or permanent dismissal as a disciplinary measure.
Relatives of the Dean, Vice Deans, Head of Department, and teaching staff members of the same department are not permitted to apply to that department/college during their term of assignment.
The principle of seat reservation is no longer in effect — seats may not be carried over to the following academic year.

All postgraduate applications for all universities are submitted electronically (online) at: adm.rdd.edu.iq
Registration in cases of failure due to a single subject shall be on the General Admission channel upon recommendation of the College Council.
Admitted employees must obtain a study leave within 90 days of the university admission order being issued; failure to do so results in termination of their enrolment.
Only the official forms (500, 501, 504, 506) for academic year 2026/2027 are accepted. Deletions, erasures, and correction fluid are not permitted.
