General Admission Conditions

Iraqi NationalityThe applicant must hold Iraqi nationality. Separate regulations apply to non-Iraqi students residing in Iraq who hold an Iraqi secondary school certificate.

Iraqi Secondary School CertificateThe student must hold an Iraqi Secondary School Certificate authenticated by the General Directorate of Education in the governorate, or an officially equivalent certificate — with QR-CODE verification.

Date of Birth RequirementThe student must have been born in 2001 or later (2001 onwards).

Medical FitnessThe student must pass the medical examination under the Health Fitness Regulations No. 5 of 1992. Accepted students at colleges and institutes are required to submit a CBC or Hb-Electrophoresis test at approved medical centres.

Full-Time StudyCombining employment and morning-session study is not permitted. Government employees must obtain a study leave from their department within a maximum of 30 days from the commencement of study; failure to do so results in cancellation of admission.

Current or Previous Year GraduateApplicants must be graduates of the current academic year (2024–2025), or of the previous year provided they were not previously admitted to any college or institute through central admission.

International Students with Equivalent CertificatesStudents holding certificates equivalent to the Iraqi secondary certificate for academic years 2023/2024 or 2024/2025 may apply via the electronic portal of the Studies, Planning and Follow-up Directorate, after obtaining a temporary or permanent equivalency certificate from the Ministry of Education.

Non-Iraqi Students (Centrally Admitted)Non-Iraqi students holding an Iraqi secondary certificate who are admitted centrally will be notified in writing to contact the Central Admissions Department to determine whether they are exempt from or required to pay tuition fees in foreign currency.

Central Admission System Principles

HEPIQ Portal — "Qaddem" Platform
Students are admitted according to the preferences recorded on the electronic application form submitted via the Studies, Planning and Follow-up Directorate portal, on the basis of competitive aggregate scores.

Number of Preferences Required on the Form
Science Track: 50 preferences (minimum 10 institutes)
Arts Track: 25–50 preferences (minimum 10 institutes)
Fine Arts Track: minimum 10 preferences (minimum 2 institutes)
Grade Calculation for Competitive Ranking
8% of the foreign language grade is added to the student's total aggregate score. First-round graduates receive an additional grade bonus on their average (except students covered by the resit attempts system).
Important Notice
Submitting the application form does not bind the student to the submitted preferences as final; admission depends on competition with other students according to the applicable rules.

Original Secondary School Certificate
Authenticated by the General Directorate of Education in the governorate. Deadline for submitting the original: 26/4/2026

Guarantor Surety Bond
On a form prepared by the university's Legal Affairs Department, including a clause making the student liable for the preservation of state property.
Civil Status ID / National Identity Card
A colour copy of the Iraqi nationality certificate and civil status ID, or the unified national identity card.
Recent Personal Photographs
Three (3) recent personal photographs.
Original Medical Fitness Form
Under Health Fitness Regulations No. 5 of 1992. The original must be submitted — copies are not accepted. Registration is not permitted without this form under any circumstances.

Printed Central Admission Result
A printout of the admission result announced on the ministry's official website. The announcement constitutes formal notification to the college to commence registration.

Announcement of Central Admission Results
Registration opens: the day after results are announced
The announcement constitutes formal notification to the college/institute to begin student registration. The registration window is 15 working days from the start date.
Last Day to Register Without Penalty
End of the 15 working-day registration window
Students who register within this period commence study immediately and the year counts as a normal academic year.
Deferral Period
After the registration window closes — up to 26/4/2026
The academic year is treated as a year of deferral for any student who registers during this period. The original secondary school certificate must also be submitted before this date.
Failure Period
From 26/4/2026 to 24/5/2026
The academic year is treated as a year of failure for any student who registers during this period.
Permanent Cancellation of Admission
After 26/5/2026
The student's central admission is permanently cancelled if they have not registered at the college/institute by this date during the same academic year.

Admission Cancellation Cases

If the student fails to register at the nominated college/institute during the same academic year up to 26/5/2026.

If it is established that any of the general or specific admission conditions have not been met.

If the student submitted incorrect or forged information or documents — even if already in an advanced academic stage or has graduated from the college.

If the student fails to submit the original secondary school certificate to the registration department by 26/4/2026.

Avoid dealing with individuals who call themselves 'transaction brokers' — doing so will result in expulsion from study, striking off your enrolment, and referral to the courts.
Combining two courses of study simultaneously is not permitted — if proven, the ministry will be contacted to cancel your admission.
Your central admission is cancelled if your name appears as having been admitted through a direct admission channel.
A student enrolled in evening or private study is not entitled to return to central admission.
Personal requests to cancel admission are only accepted in the specific cases set out in the Student Guide.
